Naughty Dog has revealed that at first The Last of Us Part 2 began off as an open-world game with the player checking out and checking out several various hubs.

Revealed by IGN in a new Podcast Beyond interview (selected up by PlayStation Lifestyle), Neil Druckmann mentions the game started as an “open-world with several different hubs.” You would first play as Abby, who would get assaulted, with Joel and Tommy conserving them.
You would complete a lot of missions with her and upon striking a story point Abby would then reveal herself and ponder how to continue forward offered the current circumstance. She would have undoubtedly eliminated Joel, with players then taking control of Ellie and checking out Seattle (the game’s second center). You can even see parts of that Seattle open world in the game today.
However, Neil went on to elaborate that “Those aspects felt like they were too much in conflict.” Halley Gross then joined the team around that indicate help bring the story together and settle on the ‘High-level’ goals of the game.
